Why a reflection on water and culture? "
"Man is a cultural being by nature because he is a
natural being by culture" reminds us Edgard Morin and the Chinese
philosopher Ch'eng Hao warns us that "if something is said about nature,
it is already more nature ».
Certainly water belongs to nature, to the sensible world, to
the physical environment. Extremely stable molecule, it exists and circulates
before and after the interventions of the man on his cycle.
Water is also for us, and powerfully, object of culture: is
it by chance that "culture" comes from the Latin "colare,
cultus" which means "to flow, to flow"?
Water imbues intimately the sensibilities and the
representations which base our individual and collective identities. Its
universal importance to the living world and the human activities that depend
on it, but also the diversity of its distribution and the extreme variability
of its regimes constitute both windfall and threat, source of conflict and
powerful factor of solidarity, therefore of social cohesion. and territorial.
Satisfactory, ie balanced and sustainable management of surface and
subterranean water resources, irrespective of the region of the world and the
populations considered, is a collective act. Modern and efficient water
management can not be done without the participation of all. How could one
imagine that this can be done appropriately in the ignorance and contempt of
the cultures proper to each of the human groups concerned?
There can not be good water management without taking
culture into account "
Culture is at the interface between nature and technology.
However, by becoming essentially technical, the management of the water
resource often omits the importance of socio-cultural factors. The link between
humans and water has therefore progressively been weakened and it seems
necessary today to re-sensitize populations to water using cultural media.
Indeed, to restore a balance between the satisfaction of
human needs and the preservation of aquatic ecosystems, it is essential to take
into account the cultural dimension of water since it is closely linked to
practices and uses. of the resource.
This section draws on both articles and case studies
presented in March 2003 on the occasion of the third World Water Forum in Kyoto
(held in the three cities of Kyoto, Osaka and Shiga). and on the database of
the Water Academy to show the importance of taking into account socio-cultural
aspects in water management. The great interest of this inventory is to recall
the deep and structuring link of water and human activity.
