civilizations shows that their level of development is directly related to
their degree of control and efficiency in the management of water. Conversely,
the weakening of this social control of water has automatically led to their
decadence and their inevitable disappearance. This was the case everywhere, in
China, in Mesopotamia, in Egypt, in Persia, in India, in Latin America, as in
the Roman Empire, ... What a lesson for today!
Since the mid-nineteenth century, and especially in the twentieth
century, fundamental changes have occurred, which have profoundly changed the
living conditions and future prospects of the human race, more deeply than in
the last two millennia: progress scientific, industrialization, population
growth, urban development, population migration, etc. The implications and
